Fix queue

A code change is not a closed report. Each report needs a passing action check, a build check, and matched evidence. Earlier results stay in History.

Reported Not Fixed comes first. “Earlier pass” is not a new test. “Verified with evidence” means the local fix is checked; it does not mean the app fix is deployed.
